At 9:00 am on December 31, 2020 local time, the first overseas 5000t/d clinker cement production line of West International Holding Group, a subsidiary of West China Cement, was successfully held in the Dugongo Cimentos, S.A. Project of Mozambique. Mr. Zhang Jimin, Chairman of the Board of Directors of West China Cement and Chairman of West International Holding Group, Mr. Vítor Luís Timóteo, the shareholder representative of Dugongo Cimentos, S.A. of Mozambique, Wang Jiujun, president of West International Holding Group, Zhang Peng and Li Yongfu, Vice President of the Group, Wu Tongbo, Sinoma(Suzhou) and Dugongo Cimentos, S.A. project manager, Mr. Tong Tiancang, Executive Deputy General Manager of Dugongo Cimentos, S.A, Mr. Sa Qi, Deputy General Manager of Dugongo Cimentos, S.A, and more than 300 representatives from all parties on site witnessed the ignition ceremony of the production line.

The Project of Dugongo Cimentos, S.A. of Mozambique is a new type of dry clinker cement production line with a daily output of 5,000 tons built in Mozambique, a “window” country in southern Africa, following the national “One Belt, One Road” development policy and seizing the opportunity of the “going out” policy of cement production capacity. The production line is equipped with 3X12MW thermal power plant. At present, the Project of Dugongo Cimentos, S.A. of Mozambique is a production line with the highest level of intelligence, the most advanced production equipment and the best process indicators among the cement production and manufacturing projects built by West International Holding Group in Africa. It is also one of the key projects for WIH to implement the strategy of “Exploiting Africa, Developing Internationally” and accelerate the multi-industry layout of the African continent. Affected by unfavorable factors such as the outbreak of the global epidemic, repeated closures of the city and country, with the full support of the Mozambique national government and shareholders and the efforts of all project builders, Dugongo Cimentos, S.A. of Mozambique and Sinoma(Suzhou) worked together to overcome the difficulties and create a splendid "Pearl of the West" on the African continent and the other side of the Indian Ocean.

The completion of Dugongo Cimentos, S.A. Project of Mozambique marks the full start of the “Mergers and Acquisitions and Strong Alliances” of West International Holding Group on the African continent. Mr. Tong Tiancang, Executive Deputy General Manager of Dugongo Cimentos, S.A. of Mozambique, delivered a speech. In his speech, Mr. Tong said that in 2020, Manatee has experienced the most severe test since its development. Since the beginning of the year, the epidemic has affected activities around the world. Mozambique has also endured a city and country’s closure from March 21 to mid-to-late September. The policy has seriously affected the entry of personnel and equipment into the factory. However, after the concerted efforts of the construction parties on site, the successful start of the project was ensured by the end of 2020.

Mr. Wu Tongbo, the project manager of Sinoma(Suzhou), made a wonderful speech on behalf of all the construction personnel of the project. Mr. Wu emphasized in his speech that it is precisely because of such a group of project builders who are "specially able to fight, endure hardships and devotion" that contribute today's grand event. Thanks to the hard work of all the construction parties, it has wrote one magnificent chapter after another for the construction of the Dugongo Cimentos, S.A. project.

Mr. Vítor Luís Timóteo, the representative and chairman of Dugongo Cimentos, S.A. cooperator, emphasized that 2020 is an extraordinary year. The COVID-19 epidemic has slowed down the pace of work all over the world, but the Dugongo Cimentos, S.A. project has basically not been affected, thanks to the decision-making and guidance of the leadership of West International Holding Group, thanks to the pioneering spirit of Sinoma general contractor and more than 500 Chinese and foreign employees at the project site of Dugongo Cimentos, S.A., working day and night, overcoming difficulties and daring to be the first. Through our hard work over the past year, we have completed the construction of a cement production line with the largest capacity and the most advanced production technology in Mozambique.

At the end of the ceremony, Mr. Zhang Jimin, Chairman of the Board of Directors of West China Cement and Chairman of West International Holding Group, delivered a wonderful speech.
